N.Y. man charged with Emporium rape of child

EMPORIUM – A New York State man, Arthur A. Helzel, 34, is charged with sexually assaulting a child in Cameron County Court while he resided in Emporium between 2007 and 2008. New York State authorities investigating the sexual assault of a juvenile female learned that Emporium was the setting for one in a series of sexual assaults that spanned years and more than one state.

Council contemplates trapping guidelines within the city
