'Weapons of Mass Destruction' charges filed against St. Marys man in pipe bomb incidents

ST. MARYS – Court documents released Tuesday in the case of a St. Marys man charged with planting two pipe bombs in Elk County last month offer few details and little in the way of clues as to what motivated the accused, 20-year-old Kelly J. Shaffer, to allegedly build and attempt to detonate the explosive devices.
