Andrew Thomas Hoover, 29, of St. Marys is charged with possession of controlled substance, possession of drug paraphernalia and tampering with or fabricating physical evidence.
Based on suspicious activity, Sgt. Shaffer of the St. Marys Police Department deployed the K9 narcotic detection dog, Copper, who led police to find two clear fentanyl patches and a clear ziplock bag that contained glassine packets typically used for packaging heroin.
