On Monday evening, St. Marys City Council approved changes to the parking ordinance which were discussed during a previous workshop.
There will now be 24-hour parking allowed in all public parking lots, whether metered, unmetered, permitted or non-permitted. The Depot Street Parking Garage will be regulated by permit parking and a pay-to-park machine, with rates set by Council.
Also, 24-hour parking will be permitted in all public parking lots. This includes lots that are metered, as well as those designated permitted. The ordinance previously stated that city parking lots were to be closed from 2-6 a.m.
Free parking is allowed in the North St. Marys Street parking lot daily from 6 p.m. to 6 a.m.
City Manager Dave Greene noted that in addition, handicap spaces will now be metered for payment as they have not been in the past.
All members of Council approved the parking changes, with Councilman Denny Nero abstaining.
In September, Council approved the 2012 Minimal Municipal Obligation (MMO) report using information provided from the actuarial report from Jan. 1, 2009. The results of the Jan. 1, 2011 actuarial valuation report show a decrease in cost compared to the 2009 report. This report may be revised using this data as long as it is approved by Council before the end of December 2011.
An MMO is the state-mandated smallest amount a municipality is required to contribute to its employees pension plan. In order to ensure municipal pension plans are sufficiently funded, the amount is calculated using actuarial science.
