Jay Twp. - While Thursday's reorganizational meeting of the Jay Twp. Board of Supervisors consisted of supervisors making their annual appointments to municipal boards and civic groups, it was the appointment they didn't make that garnered the greatest reaction.
With supervisors Jeremy Rippey and Fran Gustafson reappointing themselves as chairman and vice chairman, respectively, their decision to then keep fellow supervisor Murray K. Lilley from filling a vacancy on the township's Water Authority board drew sharp criticism from attendees.
