Mayor Howard comments on flooding issues

RIDGWAY – St. Marys Mayor Bob Howard, speaking on behalf of the Elk County Mayors Association, addressed the board of commissioners Tuesday morning regarding the May 21 flooding that devastated parts of Elk County.
"The flood happened so fast and I don't think anyone was really prepared," Howard said. "I know we weren't [ready] but at the same time, St. Marys did not receive anywhere near as much damage as Ridgway did. I've tried to look into exactly what happened and why it was such a tragedy for our area, especially for Ridgway.
