Overpopulation of cats stressed to council

Representatives from the Elk County Humane Society (ECHS) requested the organization be included in the city's budget to the tune of $2,000 to help subsidize the cost of starting a low cost spay and neuter clinic to address the overpopulation of stray and feral cats in the area.Joe Boylan, Humane Society president was joined by Elk County Humane Officer Karen Cappiello who explained the organization's request stating they have space allotted for the medical room at the shelter but are in need of funds for equipment, supplies and veterinarian costs.
