Supervisors plan to be more thorough regarding drilling

At their recent meeting, Jay Township supervisor Francis Gustafson explained that he and his fellow supervisors plan to take a more thorough approach to Marcellus gas drilling within the township, particularly with regard to what sort of hazardous materials are being used.
In particular, the supervisors were discussing a notice of intent from Hawbaker Engineering that EQT Production Company was applying for coverage under the Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production or Treatment Operations or Transmission Facilities from the Pennsylvania Department of Environmental Protection (DEP) regarding the Stoney Brook well site in Jay Township. According to the project description from Hawbaker's application, the work entails "construction, maintenance, and reclamation of well pads, access roads, pipelines, holding tanks, separators, well pits and appurtenances associated with oil and gas exploration, production, processing, treatment operations or transmission facilities."
Gustafson expressed particular concern about a portion of the application that indicated fuels, chemicals, solvents, other hazardous waste or materials will be used or stored at the site during earth disturbance activities. Because of this the application also indicated that a preparedness, prevention and contingency (PPC) plan is required for the site.
"I think we're going to have to call them and ask for [a copy of that plan.] We want to know what their hazardous stuff is and what they're going to put [on the site]," Gustafson said.
