By Becky Polaski Members of City Council recently approved awarding several bids for various services.
The city had solicited bids from contractors to supply equipment services to the city and members of City Council had tabled the bids at their regular meeting on March 16 due to questions about whether the bids were advertised as line items. City Manager David Greene read Council members a letter from Public Works Director Mike Mullaney explaining that bids that are solicited as line item bids state so within the bid package and this bid did not state so. “You may notice that some of our bids are bid per line item such as our stone bid and our oil bid,” Greene said as he read the letter. “Our pipe catch basin and sanitary sewer supply bid is not bid per line item because there are simply too many items to deal with. The bid for equipment services is not different than bidding on a construction project. If one bidder’s line item for demolition is lower than the lowest overall bidder’s lowest responsible price we do not award that demolition line item to that particular bidder.” He went on to explain that having more than one contractor for a project was not practical because of coordination issues. The lowest responsible bidder for the project was deemed to be Bucktail Excavators.. Other project bidders included Paper City Transfer, Ryan Vollmer, Russ Thompson, Samick Brothers, and Dobson Excavating. Also awarded were bids for the city’s annual supply of stone. Bid specifications for stone were prepared as a line item bid and stated so in the bid package. The bid for 2a stone was awarded to Mike Beaver Trucking of Ridgway in the amount of $13.68 per ton. The bid for 2rc stone was awarded to Woodland Equipment of Woodland at $13.20 per ton. The bid for #3 stone will be awarded to Mike Beaver Trucking at $17.43 per ton. The bid for anti–skid material was awarded to Woodland Equipment for $16.20 per ton. Woodland Equipment was also awarded the bid for 1b stone at $16.20 per ton and 2b stone at $15.70 per ton. Other bidders included New Enterprise Stone from New Enterprise, Hanson Aggregates from Montoursville and Bucktail Excavators from St. Marys. Bids for pipe, catch basins and sanitary sewer supplies were awarded to Catalone Pipe and Supply Company. This was not a line item bid. Other companies submitting bids were Keystone Pipe and Chemung Supply. The final bid awarded was for dust oil. This bid was prepared as a line item bid and stated so in the bid package. The bid for E2/E3 oil was awarded to Jefferson Paving of Brookville at the cost of $1.818 per gallon. Jefferson Paving was also the low bidder on MC70 at $2.818 per gallon and MC30 at $2.818 per gallon. The only other company submitting bids was Whitaker Roads of Clearfield.
